1.1. VB24 Mobile Authentication (VB24 Authentication) – a Push-notification sent by the Bank to the Cardholder on the mobile phone, which makes automatic reference in the VB24 Mobile application, which the Cardholder will access through the authentication method set by him/her on his phone (e.g.: facial recognition, fingerprint, quick access code, etc.), in order to authorize an online transaction or the registration of the card in an electronic Wallet
1.2. Eligible Card (Card) – active card issued by Victoriabank to individuals and legal entities, which can be registered and used in the Electronic Wallet to make payments.
1.3. Face ID – represents the facial recognition of the cardholder, the holder of the device. More details on the possibilities of use can be found on the website of device and application providers.
1.4. Parola de Unică folosință (OTP) – alphanumeric code, generated by the information system of the Bank at random, sent to the Client on the mobile phone number, and which is used as an authentication and authorization code from the Client to perform transactions. The duration of the One Time Password is limited and is determined by Victoriabank.
1.5.Electronic wallet (Wallet) – digital payment platforms (e.g. Apple Pay, Google Pay, Garmin Pay, Xiaomi Pay etc.) through which the Cardholder can register cards issued by Victoriabank for Token payments. Compatible devices are those presented on the websites of device and application providers.
1.6. Push notification– short notification that appears on the Mobile device screen. Push notifications only appear when internet access is available.
1.7. Contactless Technology – a wireless payment method, through radio waves generated by the chip, which can only be carried out from a very short distance, which allows the card to communicate with a terminal without physically touching it.
1.8.Token– a unique series of numbers in digital format that ensures the secure substitution of the card number registered by the cardholder in the Electronic Wallet. The Token ensures increased security of transactions, avoiding the storage of the card number by merchants. The Token is used through the Electronic Wallet to make Contactless payments to merchants or to make payments online on the websites of merchants that accept payment through the Electronic Wallet.
1.9. Touch ID – represents the recognition of the fingerprint of the cardholder, the holder of the device. More details on the possibilities of use can be found on the website of device and application providers.
1.10. VB24 Mobile – means the application installed on the Mobile Device under the trademark name of Victoriabank, which Victoriabank Cardholders use to manage Cards, accounts and other Bank products.
1.11. Cardholder Verification – (Holder verification) – the procedure of confirmation or authentication (granting the right of access) of the Cardholder. When registering the Eligible Card in the Electronic Wallet, the verification of the Cardholder can be carried out either by entering the OTP by the Cardholder, sent to the mobile phone number, registered in Victoriabank information systems, or by VB24 Authentication, and in exceptional cases through the Customer Support Service.
2.1. This document represents the public offer for Victoriabank Cardholders to join these Terms and Conditions.
2.2. This document is placed on the Bank's website victoriabank.md and, as the case may be, displayed for acceptance by the Cardholder when the card is registered in the Wallet.
2.3. Acceptance by the Cardholder of the public offer and of these Terms and Conditions represents the execution by the Cardholder of the card registration actions in the Electronic Wallet, after which it can be used to make payments using Contactless Technologies, internet payments on the site of the merchants who accept payment through these payment solutions.
2.4. The use of Victoriabank cards in the electronic Wallet for carrying out transactions is governed by the Victoriabank General Terms and Conditions, applicable as appropriate, to individuals and legal entities.
2.5. Victoriabank does not charge a fee for registering and / or using the cards through the Electronic Wallet.
3.1. The cardholder may register in the Electronic Wallet cards issued by Victoriabank by methods provided by the Application.
3.2. In addition, Cardholders using the VB24 Mobile service may register the cards in a third party wallet directly from VB24 Mo bile, so that the card data will be retrieved directly into the third party Wallet, without the need to manually enter it directly in the third-party Wallet application, an option valid only for applications that support this solution (in-app provisioning).
3.3. For the authentication of the Cardholder, upon registration of the card in the Electronic Wallet and completion of the registration procedure, if the application requires additional authentication, the Bank will send OTP to the phone number of the Cardholder registered in the Bank's information system or request VB24 Authentication, and in exceptional cases through the Customer Support Service 24/24.
3.4. After the Holder Verification and the successful registration of the card in the Electronic Wallet, the Token is formed and maintained, which allows the secure identification of the card used to make payments with the Wallet.
3.5. After completing the registration of the card with the Electronic Wallet, the Cardholder may use the service provided in accordance with these Conditions, for:
3.6. Furthermore, cash withdrawals can be carried out at ATMs compatible with Contactless Technology via Cards registered in the Electronic Wallet. In order to withdraw cash, it is also necessary to enter the Card PIN on the ATM terminal from which the withdrawal is carried out.
3.7. The cardholder contributing to the registration of the card in the Electronic Wallet, through the One Time Password (OTP) / Authentication VB24 / Face ID / Touch ID / other methods of accessing the Wallet, confirms the appearance and application by him/her of the personal signature equivalent and realises that this can later lead to the completion of transactions through his registered card assuming full responsibility for these transactions.
3.8. The cardholder making payment through the Electronic Wallet, including using the One Time Password (OTP) / Face ID / Touch ID confirms the appearance and application by him/her of the equivalent of the personal signature. The cardholder acknowledges that the electronic document, formed for the payment by electronic wallet with the equivalent of the personal signature, is considered equivalent to a paper document, personally signed.
3.9. The cardholder has the possibility to register the same Victoriabank card on several devices at the same time, for the registration of each Card it is necessary to follow the procedure established by these Terms and Conditions. The device provider may impose limitations or restrictions on the use of the electronic Wallet and / or may have minimum software / hardware requirements for the compatible device to be used. Compatible devices are those presented on the provider's website.
3.10. The cardholder has the possibility to temporarily block or delete the Token/ card from the Electronic Wallet, by methods provided by the Application or by calling the 24/24 Customer Support Service at any of the telephone numbers mentioned on the card.
3.11. In justified cases, including suspicions of fraud or potential compromise, the Bank has the right to temporarily block or delete the Client's Token. The Token temporarily blocked by the Bank can be unlocked upon termination of the cause that caused its blocking and can still be used to make payments in the Electronic Wallet.
3.12. Deleting a Token from the Application has final effect, in order to resume the use of the Card in the Application it is necessary to resume the registration steps described in section 3.
4.1. The Bank commits:
4.1.1. To comply with the instructions of the Cardholder for the operations carried out using his Card Data through the Electronic Wallet.
4.1.2. To block the Token / Card as soon as the Cardholder has informed the Bank of the loss of the Device, the compromise / disclosure of the card data and (or) the loss of control over the SIM card. When addressing the Cardholder to the Customer Support Service 24/24, the card is blocked after identifying the Customer in accordance with the Bank's procedure. The blocking of the card at the request of the Cardholder in Victoriabank branches is carried out in accordance with the procedure in force, after presenting an identity document and based on the request submitted by the Cardholder in writing to the bank.
4.2. The Bank is entitled:
4.2.1. To modify these Terms and Conditions at any time by publishing them on the Bank's website.
4.2.2. To refuse the Cardholder to register the Eligible Card in the Electronic Wallet at the Failure to Verify the Cardholder.
4.2.3. Failure to comply with the Cardholder's instructions, carried out using the Eligible Card in the Electronic Wallet, if the Cardholder / Card Verification has failed.
4.2.4. The Bank reserves the right to block, restrict, suspend or stop offering the possibility to use any Victoriabank card in the Electronic Wallet if these Terms and Conditions or the General Business Conditions of Victoriabank, the rules of the suppliers of devices and applications are violated or if the Bank suspects any fraudulent or improper card activity in the Electronic Wallet.
4.3. The Cardholder commits:
4.3.1. To comply with the provisions of these Terms and Conditions.
4.3.2. To ensure the confidentiality, preservation of the Device on which the Electronic Wallet is installed, the password, the access code, the SIM card in a way that excludes third parties access to them, also immediately notify Victoriabank in case of loss or suspicion that the Device, password / access code, SIM card can be used by third parties.
4.3.3. To collaborate with Victoriabank in conducting any investigations and take measures to prevent frauds or other measures that may prevent card data from being compromised.
4.3.4. To monitor the transactions made with Token / Cards and to immediately communicate to the Bank any discrepancy or irregularity identified in connection with them.
4.3.5. Ensure the appropriate level of security of the Device, using Passwords, Touch ID / Face ID and other locking / unlocking possibilities.
4.3.6. To contact Victoriabank immediately upon receipt of the SMS-notification regarding the registration of the card in the Electronic Wallet, if the Cardholder has not made such a registration.
4.3.7. The cardholder has the obligation to delete the Token associated with a device when he/she stops using that device, as well as when he/she intends to deactivate the security methods against unauthorized use of the device.
5.1. Victoriabank does not operate the Electronic Wallet applications and has no control over them. The bank is not responsible for any situation that interrupts, impedes or affects the operation of the Victoriabank card in the Electronic Wallet, as well as for the unavailability / limitation of internet service, network delays, unavailability of the mobile operator network, power outage, wireless interruptions ( wireless), system interruptions. Access, use and maintenance of the virtual card depends on the application provider and the ISP's network.
5.2. The Bank has no responsibility in relation to the Customer regarding the requirements / conditions and / or any limitations / restrictions regarding the use of the application established by the Electronic Wallet provider, nor for their modification and / or communication to the Customer.
5.3. The provider of devices and applications with which payments can be made through the Electronic Wallet, may have their own terms and conditions or privacy policies.
5.4. The Bank is not responsible for the security of the mobile device on which the Electronic Wallet is installed, nor for its operation.
5.5. The Bank is not liable for damages resulting from the execution of unauthorized payments generated by the exposure of the Client's device to viruses and/or other applications / programs, as well as by theft, or its use by third parties.
5.6. The Bank is not responsible and does not provide support or assistance for any third party hardware, software or other products or services. If you have any questions or concerns about a device on which the electronic Wallet is installed, you should contact your service provider / third party for assistance.
6.1. Hereby, the Cardholder has been informed, understands and agrees that:
6.1.1. The facilities of use, provided in these Terms and Conditions, are valid at this time, but it is possible that the provider of devices and applications will offer other ways of using the Electronic Wallet or modify existing ones, which will be communicated to the Customer in the manner agreed with this provider.
6.1.2. Payment systems and / or other financial organizations may apply limits, including on the amounts of transactions with the use of Card Data through the Electronic Wallet, as well as to set their own fees for such transactions.
6.1.3. Victoriabank does not guarantee the confidentiality and security of the transmission of data by electronic means of transmission, which are not controlled by Victoriabank. Ensuring the confidentiality and security of data transmission is carried out in accordance with the regulations of device and application providers.
6.2. The Bank hereby informs the Cardholder about the increased risk of using the Card Data when using the Service, including loss of the Device on which the Electronic Wallet is installed, in the memory of which the Card Data is entered, compromising the Card Data. Thus, to reduce the risks, the Cardholder is obliged to fully comply with the requirements of these Terms and Conditions, including taking all necessary and reasonable measures for the security and protection of the Device on which the Electronic Wallet is installed.
